Before issuing an order to punish an employee, the committee shall state the reason for taking action and give the employee an opportunity to present his/her explanation within a reasonable period of time. While giving this opportunity, the accusations leveled against him should be clearly stated and the basis of each accusation should also be disclosed. In that case, the concerned employee should also submit his explanation within the deadline and the committee should seriously consider the explanation submitted in this way.
(2) Before issuing the order of departmental punishment, the committee may conduct an inquiry by itself or by another officer if it deems necessary. The investigating officer shall follow the prescribed procedure.
